Are all Voters Equal in the United Kingdom?

To most people democracy is about living in a country where every (or nearly every) adult is allowed to have their say by casting votes. People take the equality of voters as a given most people would be angry if they were to find out their neighbour or colleague got five votes while they had but one. Yes most of us take it for granted that because every voter has one vote it follows that every voter is treated equal and that this is a good thing. Unfortunately it simply is not true that all voters are treated equally.

It is not difficult to understand why when you think about it in a constituency of 100 voters you decide how 1% of the total vote is cast in a constituency of 150 voters you get to cast a lower percentage of the total vote (about 0.7%). So voters in the smaller constituencies get far more of a say. This of course is not a problem if all constituencies have the same or very similar number of voters. In 2005 the Isle of Wight had 108,253 residents who were entitled to vote whereas Birmingham, Yardley had 51,414. That means that voters in Birmingham, Yardley had twice as much power in the 2005 General Election.

So you may be wondering why we don’t we make all the constituencies the same size. Well efforts are made to make all the constituencies the same size but it never quite happens. The Isle of Wight is a good example, it just is not considered sensible to have part of the island in one constituency and part of it in another. Also rural areas have low population densities so to get say 70,000 constituents you would need to have a massive area of land in the constituency this is not considered sensible by the current government. It is worth noting that even if all boundaries were drawn up with equal populations of voters the equality would not last long as many houses are built in the years between elections.

There are however other problems with the current voting system for UK General Elections. The system is called “First past the post” because the candidate with the most votes wins just as the horse which is first to cross the finishing post wins a race. One of the problems is that many people vote for candidates who are unlikely to be placed first or even second in the election and these people often feel that their vote is “wasted” or “ineffective”. A “non-effective” vote is one which does not help a voter a candidate which they support to be elected. They are to think this since only the voters who vote for the winning candidate are represented in Parliament. In fact many of the winning candidates votes may also be ineffective as he/she would still have won had some of their supporters not voted.

The proportion of “wasted votes” under the “first past the post” system varies but it is never lower than half, and can be substantially higher. In 2005 the proportion of “wasted votes” in Dundee East was over 62%. This causes yet more inequality voters in some constituencies are far more likely to have their vote wasted than others. Supporters of Independents and smaller political parties are almost certain to have their vote wasted. Even supporters the top three political parties are not treated equally the system currently discriminates against the Conservatives and Liberal Democrats and in favour of Labour Party supporters.

Supporters of the Green Party and UKIP are almost certain to be denied any representation in a Parliament with 600 seats despite the fact the Green Party received about 1 in every hundred votes cast and UKIP received roughly twice that number. We can only speculate on how many other people might have voted for them but for the fear of their vote being wasted. Party list systems are not the answer. These lists systems still result in many wasted votes (though less than under FPP) and they force voters to choose political parties rather than people to represent them. This is an important point in the recent debate in Parliament on the Education Bill most Conservative MPs voted with the Labour Government, while many Labour MPs voted against. It really is important for voters to choose individuals to represent them.

There will of course always be wasted votes. Take a very small and simple example of five voters and five candidates standing for just four positions. Suppose they get one vote each then whatever system you use four of them must be elected and one of them will be unsuccessful and the vote cast for that candidate will be ineffective. There will always be a proportion of wasted votes, so the question is how do we reduce this proportion to the absolute minimum. The answer is a voting system called Single Transferable Vote (STV). Under STV if you vote for a candidate who receives very few votes and is unlikely to win (instead of being wasted) your vote is transferred to your next preference out of the remaining candidates. If on the other hand your first choice candidate has more votes than is required to be elected a proportion of your vote is often transferred rather than wasted. STV would require around five or six Members of Parliament to be elected by each constituency and the constituencies themselves would be about five or six times larger than before. If constituencies with a smaller population were considered necessary in smaller area then the number of MPs could be reduced in the same proportion.

I believe that STV can ensure that Parliament is representative of the people and accountable to the people, and that STV is the only system that can come close to treating each voter equally and while providing all voters with the choice that they deserve.

A Chinese Surprise

Last night I enjoyed a wonderful Chinese meal – or so I thought.

Delicious it was. Chop Suey served on rice. A fantastic mix of
chicken, beef and pork. With a perfect mix of vegetables, not
too much and yet not too little.

I even used chopsticks and managed to get most of it in the
right direction.

It was so delicious I cleaned up my entire plate and went back
for seconds. After all this I sat back in my chair fully
satisfied and happy with myself.

No Chinese meal is ever complete without a Fortune Cookie,
right?

So fully contented, I reached for a fortune cookie and quickly
crushed it to get to my fortune.

Just as I was about to read my fortune, my smug dinner party
guest exclaimed what a wonderful American meal we had, just had.

American meal! – what had he been eating. This startling
comment caused me to temporarily forget my fortune and stare at
him. What do you mean – American meal. We have just had a
wonderful CHINESE Chop Suey and a CHINESE Fortune Cookie. Which
part of that do you not understand?

“American”, was all he would say. How rude. Being one not to let
things ride, I set about finding research to prove him wrong.

Well it was about then that I received a helping of humble pie.
He was right. One hundred percent absolutely correct. We had
indeed just eaten American – well possibly American Chinese but
definitely American.

Both Chop Suey and Fortune Cookies were invented in America.

The general consensus is that Chop Suey was invented in the
United States in the mid-1800’s, possibly by a Cantonese
immigrant. Chop Suey being derived from the Cantonese word “tsap
seui” which means “mixed pieces”.

The origin of the Chinese Fortune Cookie is not quite so
clear cut. While definitely American, there are several versions
of it’s birth. One story involves a Chinese immigrant living in
Los Angeles, one insists that is was actually a Japanese
gentleman and yet another story revolves around a group of
Railway workers.

Next time you sit down to a meal, take a moment to reflect – do
you really know what cuisine you are eating?

• Spark a change. Plan a vacation, even if it is just for a weekend. Nothing does the body, mind, and soul better than a little change of scenery. It might sound scary, but you will be surprised at how relaxed and refreshed you will be after a weekend all to yourself!

• Try some daily affirmations. Pick three things that you can say out loud in the mirror that will help you stay centered, positive, and focused. Saying something often enough has the power to make it true for you. Remember not to dwell on the negative, focus on the positive. Three basic affirmations that you can work from include:

Ever since the break up of AT&T, companies have tried to save money on their telephone bills. First came changing your long distance carrier. You could get rates that were half or even lower then what AT&T charged. Eventually dozens of companies got involved in reselling long distance to the point where rates have gone to almost $.01 per minute.

Later on came changing your local carrier. Many companies resold the local exchange carrier’s lines at a discount. Service was not as good, but the discounts were compelling for many companies.

Now the hot new thing is VoIP. You can get rid of the local phone company all together. You can get your dial tone from your cable company or though your DSL line.

Businesses can get rid of the local carrier too. High speed data lines allow businesses so get their dial tones from their ISP. The discounts are again very compelling. Be very careful, the service you get from some VoIP carriers is very poor. It’s not sound quality, it’s the up time. Make sure to deal with an established, reputable company and don’t let promised savings blind you.

Talk with your telephone system vendor. They probably have relationships with several VoIP carriers. Get references from companies in your neighborhood. That will really help you gauge the reliablity of the service.

Keep some back up service on regular copper lines. If your VoIP service goes down, you can have your calls forwarded to your back up service. It’s well worth the extra costs.

Hang Your Diapers on an Indoor Clothes Drying Rack

One of the worst energy consumers in your house is the dryer. In fact 58 billion kilowatt-hours of electricity are used in clothes dryers annually. But if you are washing cloth diapers at home it is a given that you must also dry them right? Well, in the summer months it may be an obvious choice to rely on “solar” power and hang your diapers (and other clothing) on the line outside.

But what about those cloudy, rainy, or snowy days when hanging diapers outside is not practical? The answer may be an indoor clothes drying rack. These are very similar to outdoor racks but they are designed specifically for indoor use. Often times they are placed in a garage, laundry room or bathroom and while some can be attached permanently to your home many portable options are available. Perhaps you could put the diapers on an indoor rack until they are almost dry and then use the dryer (on hottest setting) to finish drying and to sanitize the diapers. This would help you save 75% of the energy you would use otherwise.

Other Diaper Laundering, Energy Saving Tips:

Clothes the door to your laundry room in the summer to keep the heat from entering the rest of the house. In the winter, do the opposite and keep the door open.

Don’t overload the dryer. Overloading doesn’t allow ample space for the clothes to tumble and they will take longer to dry.

Purchase a front-load washer. Front-loading washers leave less water in your clothes than top-load washers meaning your dryer doesn’t have to work as hard.

Clear lint from the lint tray before you use the dryer each time. Proper air flow will cut down the drying time, as well as wear and tear on the dryer and your clothes.

How To Sharpen Lawn Mower Blades

cutting it? Does your lawn look like it has been eaten by a
goat, in spite of being cut by the lawn mower? Wait; do not pull
your hair by the root. Help is at hand. We will teach you how to
sharpen the lawn mower blades at minimum price and effort.

Your Manual Lawn Mower - The Faithful Walk Behinds

Tools: The tools that your will require for doing this job are

- You and your time of about 2 hours or less

- A bastard file of about 12″ long

- A small crow bar to prevent movement of rotor of lawn mower.

- A worktable will be useful for dong the job comfortably.

Procedure: You can use the following procedure as a general
guide and make changes to it to suit you. Remember the procedure
is not sacrosanct. The results are important, not the procedure.

1. If possible, remove the handle of lawn mower and place lawn
mower on the table.

2. Secure it if possible in the clamps. If you do not have
clamps, do not bother, secure it against any block, so that the
movement away from you is restricted.

3. Fix the crowbar in the blades so that it will not rotate

4. With the help of the bastard file, file the edges of blades
so that they look sharp. Work at an angle of 45 degrees

5. When one blade is sharpened, remove the crowbar and turn the
rotor to work on another blade. Repeat the procedure until all
blades are sharpened.

6. If you have a flexible shaft grinder in your DIY workshop,
you will be able to complete the work within 5 to 10 minutes per
blade. Make a template of blade profile before you start your
work and compare frequently. This is necessary to ensure that
you do not over cut at a place.

Safety Tip For You

While sharpening the blades ensure that the stroke is not too
long otherwise, you may injure yourself.

Sharpening Blades Of Power Mower

Depending upon the lawn mower the procedure may vary. We have
included general statements in this procedure; you would have to
change the procedure slightly. Keep the maintenance manual of
lawn mower handy if you have one.

Tools required.

- Siphon hose and clean container

- Heavy work gloves and goggles

- Double-cut (medium-rough) flat file

- Lumber scrap

- Socket wrench set

- Rubber mallet*

- Bench vise or C clamps

- Rotary blade sharpener accessory

- Electric drill*

- Screwdriver, or 1/4-in. rod or bolt*

- Blade balancer

- Replacement blade*

* Only if required

The list may look formidable, but tools are generally available
with every DIY enthusiast.

Procedure:

The procedure is given for the simple single blade lawn mower,
but the same will apply to all types of blades, whether single
or double

- Wear hand gloves and clean the engine and the gasoline tank
from outside

- Remove spark plug from the engine

- Remove all the fuel from the tank of the gasoline engine. Use
the siphon hose so you do not spill gasoline on floor.

- Completely empty out the oil from gearbox if you have one

- Invert the engine and have access to the blade.

- Clamp the engine so it does not move and clean the blade area
thoroughly

- With help of a box spanner, remove the nut holding the blade.
Usually the nut will be unlocked in the reverse to direction of
rotation of engine. You may engage the screwdriver in the
cooling fan of engine to stop rotation of engine.

- If you find that you are using too much force to unlock the
nut, put one or two drops of rust removing chemical, and try
after 30 minutes

- After you remove the blade, clamp it in the bench vise and
sharpen it with a file or a grinder. Sharpen only the outer 2 to
3 inches. The area to be sharpened will be known if you see the
blade.

- Sharpen only to the required extent. Too much sharpening is
not necessary. This is not the knife. It works at the speed of
the engine

- After sharpening, check with your thumb. Be careful not to cut
thumb. If you have done sharpening before, or seen some one
doing it, you will know what we mean by this.

- Balance the blade with help of a small balancing tool on VEE
blocks, or even on two foot rulers placed side by side

- Refit the blades, refill engine oil and gasoline and test the
sharpness of blades on uncut portion of your lawn

Safety tips:

- Always use safety goggles and hand gloves when working with
power tools.

- Be sure to remove the spark plug before starting. Serious
accidents can happen if you do not do this.

Omaha Poker: Winning Strategy Tips

One of the most played and overvalued hand in poker are the pocket aces. They are always played and everyone has confidence in them. Players that usually play Texas hold’em usually rely on the aces in Omaha more than they should. The absolute stating hand in Omaha actually is 2-3-A-A and it has to be played always, no matter the position or the number of players in the game. This is the only AAxx combination to be always played and no other similar combination can be such a great hand.

If a player has an AA hand, it can be good or not. The thing that really matters are the rest of the cards he holds. Let’s compare the AA23 hand, when it is double suited with the AA55 hand, no suit at all. The first one can get two nut flushes so it holds two potential winning hands, maybe more including straight possibilities, but the last hand has no outcome whatsoever, it is a mediocre middle hand and it should be usually dropped with the exception of a couple of situations.

If you have a hand of AA and two other side low cards you have a tricky hand that has to be played in a certain manner. If the cards can’t be in any way of use to the hand then the player will have to raise, that is the only way to play the hand. Try to insolate your opponent with at least three bets and play the cards hoping of a draw that can save the hand.

Playing AA59 or 49 should be done with great care if ever. however if you have the AA92 hand then statistics say that you chances are greater and it is actually a good hand that should be played in many situation, on the other hand AA93 can’t be and it is a weak hand. if you have AA23 double suited then it is the best hand and it has to be played with aggression.

Keep in mind that in Omaha an AAxx hand is better when xx is QJ than when xx is 10-10 or JJ. Pairs are weaker than high cards when next to an ace pair.

Play with extreme caution the Ace pair in Omaha because it means something only when assorted with two other cards that can empower it. Many time players play these hands whenever and regardless of the other two cards and this is a mistake because playing Omaha is different from hold’em and a pair of aces only has value here if you play it with the right cards.

The Modern Approach to Breast Enhancement

Aesthetic plastic surgery of the breast is a compilation of procedures that range from simple augmentation to more complex lifting. Breast liftingma can be done alone or combined with an implant. In fact breast reduction is a form of breast lifting associated with removing breast tissue.

It is becoming increasingly obvious to the savvy plastic surgeon given the spectrum of breast shapes and conditions that simply using breast implants alone will not always produce aesthetically acceptable results.

In assessing breast geometry and design, the plastic surgeon must consider 3 crucial parameters:

1. Breast Volume & Shape,

2. Skin condition,

3. Nipple position

Although augmenting breasts can to some extent rectify the volumetric problem in an otherwise perfectly shaped breasts, the issues relating to nipple position and excessive skin envelope cannot be addressed.

Breast ptosis (pronounced “toe-sis”) or droopiness is a condition that affects women of all ages. Although we tend to associate breast ptosis with old age, young girls after significant weight loss or post- breast-feeding are often faced with varying degrees of droopiness. However, there are cases where breast lifting needs to be combined with an implant to produce a desirable breast size. The combined breast lift-augmentation is considered one of the more difficult operations in plastic surgery. It can be performed in either one stage or more commonly in two stages.

Modern plastic surgery is about creating minimal scar in return for achieving the most desirable aesthetic outcome. The prospective patient should be aware of this delicate balance prior to embarking on this procedure.

The breast lift surgery is basically performed using 3 types of incisions:

1. Donut-shaped scar around the nipple-areola complex (Benelli-Goes),

2. Lolly-pop scar from the areola to the breast crease (LeJour-Hammond),

3. Traditional anchor-shaped scar (Wise pattern),

Further to the skin scarring pattern, breast tissue must be surgically contoured from an elongated shape into a more youthful conical structure. This maneuver is an integral part of breast remodeling process.

Given the right patient selection, Mastopexy can be quite a rewarding procedure. Patients must stop smoking for at least 4 to 6 weeks before and after the operation. Mastopexy is not a painful operation but discomfort can persist for a week or so. Time off work from this procedure is usually 10-14 days for recovery and healing to take place.
